User registration settings not working

Hello. I have a problem with my forum under brainfuqxtd.phpbb.net. When I log into the acp I can change every single setting, except one: the account activation setting under the user registration settings. It currently is set to "by admin", but i would like to change it to either"by user" or completely disable it (i'd prefer by user). But every time I change it and submit it, it tells me, the changes were made, but actually they weren't. Please tell me a solution or fix this.
