No one is able to post

Hey there
I've been dealing with phpbb forums before, but however i decided to create a free one, from your guys - and thanks.
The only problem is (except my own administrator can't see the forums, even tho I have followed your guide in this forum and I have followed the description shown in the control panel), that no one is able to create any topics or post any replays.

The buttons for "create new topic" / what ever its called is missing.
