Block Messages

I've register at this forum to see if anyone can help me in 2 problems that I'm having at my forum.
1*I would like to know if it is possible to block users to post at a section of the forum until they have 50 messages posted?
2*If it is possible to block Private Messages until the users have 40 messages posted.
I'm asking this because some users onlye register at my forum to see what is selling or to sell anything but Private Messages, and my forum is to give information, the area to sell stuff is just like a gift section that I have made for good users.
