Administrator is Unable to Make Stickies

Dear PHPBB.net support team,

I just acquired a new forum, and because of the fact that I had to add a new account because the original admin account (Cowen) was unable to to view the forum, my new Admin account (Dei) is unable to make stickies and such.

How would I fix this, if I am able to? If I can't, well, then that's okay.

The new forum is Windbreaker Productions, the forum for my game design group.

By the way, the only reason I have a new forum is because my old one is inaccessible for some reason.
